iran developing a nuclear weapon. but he's not going to be there long and the president has taken some hits for it. he arrived yesterday in new york city. the first thing he did, he went to sit down not with world leaders but with the ladies of the view. the president will not be sitting down with any world leaders during the u.n. which is extremely rare. last year he had 13 meetings. so critics are accusing the president of putting his reelection efforts ahead of diplomacy but jed white house spokesman jay carney said the president is hosting two receptions for world leaders during the unand he speaks with them on the phone all the time. >> the fact of the matter is the president does not wait for an annual meeting to have consultations with foreign leaders and they will continue. >> reporter: the. is expected to focus -- the president is expected to focus much of his speech today on this man iranian president mahmoud ahmadinejad. mr. obama will say the u.s. will do what it must to make sure iran will never obtain a

nuclear weapon. this comes after ahmadinejad's speech yesterday at the u.n. in which he called israel -- [ no audio ] >> kristin fisher is live near the white house this morning. the taliban in afghanistan is sharing a new video. it says shows deadly attacks on nato forces showing insurgents wearing u.s. military uniforms and it shows them preparing for a mission to attack. the taliban hit the camp on september 14. you see people going through a chain link fence two marines died in a firefight at the end of that raid. it was also one of the most destructive attacks on allied forces. trouble for another d.c. councilman and his campaign. this time it's michael brown. the washington examiner reports brown's reelection campaign did not report more than $8,000 in contributions. it cites an audit which shows the campaign also failed to report $13,000 in expenses.

brown is already under scrutiny for $114,000 in missing funds, something he blames on his ousted campaign treasurer. you've heard the phrase one bad apple can spoil the bunch. a few bad apples have spoiled the day for balance lieu i -- ballou high school students. three of them got ill. they were brought to the hospital after getting sick from eating apples their teacher brought in. >> i have a big problem with it. >> reporter: what was your problem? >> the teacher shouldn't have brought in the apples. >> norths say at this point the ap -- authorities say at this point the apples have not been identified as the source of the illness. owners of a arlington dog grooming shop will be able to show off a new painted mural we. first told you about it two years ago. the owner claims the mural of dogs was free speech.

the county said it was advertising and violated county rules and had to go. it's been covered up with a tarp ever since. the shop owner says the old mutual is now painted over and they'll unveil a new covering later today. it 16:05. jessica -- it 16:05. -- it is 6:05. jessica doyle is off today but we're still watching your money. discovery settle add case pressuring customers to buy services and misleading them about their costs. customers will split $200 million. it works out to about $60 a person. the district can collect sales tax from people who book hotel rooms on websites like expedia or travelocity. a judge ruled those sites and others have to pay millions in unpaid taxes. this could open the floodgates for other cities in their lawsuits against those travel sites. but a trade association president says the sites will get things overturned on appeal. toys 'r' us is putting out the help wanted sign. the retailer will add 45,000

again about 35 minutes or so -- excuse me, 45 minutes or so before sunrise. clear skies. 54. dew points in the 40s and humidity at 77%. thankfully the winds are lighter. watching a few things across the country. south florida more rain. got a storm system out here across utah. you can see this circulation. if this comes across the country, it's lifting up some milder air out of texas and oklahoma and pushing it east. we have a brief warm-up coming up today and tomorrow. this storm front in canada is trying to push south and east. right now it has some showers with it. a few storms popping in southern illinois this morning. as that front gets closer to us, our rain chances will go up. now, looks like we'll be generally dry today and first part of tonight. with the front hanging out in the neighborhood for the second half of the week into the weekend, we'll have occasional rain chances. the timing gets difficult. clouds increase this afternoon. overnight tonight you see the

i'm going to step out and show what you it looks like live on the inbound side of new york avenue. sky 9 zoomed into the accident at south dakota avenue or at least activity there. you can see the flashing lights sitting on the shoulder. so a few issues on the inbound side of the bw parkway and then here on new york avenue as well causing a long slow lineup for you early this morning. keep that in mind for your travel plans please. let's go back over to the maps this time heading to the southern side of maryland on the northbound side of route 5 right here at branch avenue. you've got an accident. it was blocking a couple of lanes there. route 5 at brandywine road i should say. northbound side watch out for that delay caused by that accident. we'll take a look now into virginia. first northbound 95 here in spring field. normal slow stuff as you leave lorton. it's going to be most of the way into springfield. your lanes are open. one more live look and here is what it looks like in landmark heading toward seminary road before the pace improves. i'll be back in a few minutes with more traffic. before i go, i have a commuter

alert. future plans for the american legion bridge. this is the bridge that connects montgomery and fairfax counties. leaders on both sides of the potomac are asking their state leaders to allow drivers to use the shoulders during rush hour. they also want to try and express bus service using the shoulders to get people off the road. both counties are worried that when those 495 express lanes open by the end of the year, it will make traffic even worse heading into maryland and up 270. more than 15 years ago there were express buses using the shoulders of the bridge and the beltway, but that service was canceled because there weren't enough riders. that was called the smart move. i don't know if you remember that but i think that it was because it wasn't frequent enough and that's why that service failed. we'll have to see what some solutions are. i think the commuters are worried about the bottleneck at the american legion bridge caused by the express lanes. >> still sounds like we need to rethink what communication and transportation is and that it's

cover in his address to the u.n. later this morning. he's got to touch upon iran, israel, syria, egypt, libya but it was some comments he made during 60 minutes last sunday that's grabbing attention on the campaign trail. here's that comment. take a listen. >> any pause about your support for the governments that have come to power following the air rib spring? >> i was pretty certain and continue to be pretty certain that there are going to be bumps in the road. >> reporter: mitt romney jumped on that comment. he said all these recent events in the middle east, the 20,000 deaths in syria, the killing of the american ambassador in libya and the election after brotherhood member to be the egyptian president, he said all of those things are not what he would call bumps in the road. listen. >> we're seeing ourselves at the mercy of the events rather than shaping events. we need an administration that is up to shaping events in the middle east and not seeing them as bumps in the road.

>> reporter: the white house called romney's attack desperate and offensive right around the same time the president arrived in new york city yesterday. he will be addressing the u.n. general assembly later this morning where he will tell the world that the u.s. will do what we must to prevent iran from obtaining a nuclear weapon. but the president will not be meeting one on one with any world leaders. very unusual. instead he's going to be talking foreign policy this afternoon at a global initiative as will romney. then it is back on the campaign trail. both men will be campaigning tomorrow in the battleground state of ohio. so andrea, a lot of critics saying the president is choosing his reelection campaign over to diplomacy but a lot of other people say hey, this is american politics and this is what it takes to possibly get reelected and secure a second term. >> all right. that is what they're saying. kristin fisher live near the white house this morning. a newly formed unit of bow

livian army has began kicking out rogue militias. it's evicting the group and giving them 48 hours to disband. it appears the nonviolent approach is working. one of the groups blamed for the attack that killed ambassador chris stevens along with three others have conceded and disbursed. maryland novembers will decide whether certain illegal immigrants can get in state college tuition. supporters of that ballot question are getting huge big name support. monday the naacp announced its support for the dream act. the groip's c.e.o. ex-- group's c.e.o. he can'ttive director announced it at the national integration conference in baltimore. backers of the act say they have enough support for the referendum to pass. >> the great majority of voters support it. we are very, very excited about this momentum. >> people have a tendency to forget that we collected 132,000 signatures in 60 days.

as i've said before, the passion and the anger was what motivated all of that stuff. that hasn't gone away. >> lawmakers in annapolis approved the dream act last year. it is 6:37. jessica doyle has the day off but we are still watching your money this morning. remember free checking? boy, that sure seems like a thing of the past, doesn't it? you are now paying more to access your own money. there's a new survey that shows a lot more fees than anything free these days. we take a look at how you can cut some of the fees you pay. >> reporter: according to an annual look at banking fees by bankrate.com, americans are paying more to use their money. >> we continue to see an increase in monthly service charges for checking accounts with the decline in free checking. not only are more accounts charging a monthly fee but the fees themselves are moving higher, both interest and noninterest checking accounts. >> reporter: the survey found atm surcharges for a bank's noncustomers rose 4% over last

year. the average overdraft fee up 1.4%. and the average monthly fee for a checking account up 25%. that's while a percentage of free checking accounts shrunk to 39%, way off the peak of 76% in 2009. the good news, most fees can be avoided whether it's more discipline when choosing an atm or in the case of many checking accounts, maintaining a minimum monthly balance. otherwise a bank switch may be in order. >> there are still plenty of smaller community banks, credit unions and online banks that continue to offer those stand alone free checking accounts. >> reporter: just keep in mind that smaller banks may not have the full range of financial services like loans, mortgages, and more. >> bankrate is also out with a list of cities with the highest atm fees. denver is number one. the average $2.80. that's followed by new york and then seattle. minneapolis had the lowest

story, make a book out of it, make puppets. we're going to have a puppet parade on saturday at noon where we've got giant 8-foot puppets and the children are invited to bring their own puppets or make their puppets and participate in the parade. >> kids will able to participate in dance as well? >> exactly. we've got modern dance. >> one of the major things is transportation, especially when you go to an area that's kind of tightly compaqed like alexandria. i have a minivan full of junk. other people can take metro. what are your suggestions? >> obviously there's metro. we're only a couple of blocks from metro. we've made an arrangement with the colonial parking garage for a $4 all day flat rate so bring your van. park there. come to the festival. go out to the king street restaurants for lunch. come back to the festival. spended day. >> sounds like a -- spend the day. >> sounds like a good idea. what's the time again? >> 10:00 to 4:00.
